The Doctor and Clara both have difficulty as characters just saying the really obvious, “You are massively important to me. You are the most important person in my life.” They can’t actually say that. “Do you think I care for you so little that betraying me would make a difference?” That’s the nearest to ‘I love you’ that the Doctor’s ever come out with.
